Andockhafen is a maritime term: hafen is Harbour, andocken is to moor. So in order to enable ships to moor, cuts have been made inland. It is a bit strange to see this maritime term in a text that is dealing with architecture.... Einschnitte is simply cuts, made into the "facade" of the building !

The bulding seems like a composition of small blocks and measure not so narrowed through the cuts which characterize the frontage
